Il combat le monstre. Sa seule arme : la réflexion. Sa spécialité : l'économie. Son nom : Jean-Philippe Joseph. Aujourd'hui, il parle. Voici la version longue de son interview publiée dans Télérama.
Jean-Philippe Joseph est professeur d'économie et participe à l'Observatoire des transnationales (transnationale.org), un groupe de travail qui analyse l'impact des multinationales sur les populations et leur environnement. Il est l'auteur du chapitre « Vivendi, anatomie de la pieuvre » dans la version française du livre Le Procès de la mondialisation. Dans cet entretien, il stigmatise les effets de la concentration, notamment dans le secteur de la culture, et démonte les mécanismes d'influence qu'une multinationale comme Vivendi-Universal peut exercer sur les pouvoirs publics et les organisations internationales.
Un pouvoir génère nécessairement un contre-pouvoir, quel contrepouvoir existe-t-il à l'annexion par quelques grands groupes de l'accès à la culture au niveau mondial ? Le premier contre-pouvoir évident est politique. On le voit avec l'étude sur la concentration dont nous avons parlé : si les pouvoirs publics fixent un seuil, la concentration s'y arrête. Or, ces contre-pouvoirs sont désactivés par les liens organiques qu'ils entretiennent avec les grands groupes et par le lobbying, tant au niveau national qu'européen et mondial. Le politique, régulièrement décrédibilisé par les transnationales et les médias qu'elles possèdent, perd sa légitimité. Vivendi prônera alors plutôt la régulation, processus dans lequel l'entreprise s'impose, que la réglementation issue du suffrage universel. Pour imposer cette vision de la légitimité politique, la stratégie consiste à résumer le citoyen au consommateur, à l'actionnaire et à l'ONG. Dès lors, face à un citoyen-consommateur, l'entreprise s'impose comme principal interlocuteur et pour ce qui est des ONG, Vivendi les finance par sa Fondation. A Davos, Messier disait " nous devons choisir les ONG comme nous choisissons nos banques. Qu'elles nous apportent des bonnes idées et on leur donnera du boulot ". La marge de manoeuvre est donc étroite pour ces contrepouvoirs. Elle est, je crois, bien plus large dans le quotidien, dans ce qui est hors marché, dans toutes ces relations sociales qui créent goutte à goutte une société et auxquelles le groupe s'attaque. L'enjeu, face à l'unicité du monde Vivendi c'est de créer des espaces de liberté et d'échange culturels non marchands, aussi petits soient-ils. Beaucoup existent dans diverses expériences de vie de quartier ou sur Internet, d'autres se multiplient dans la culture de rue, les technivals. Pas étonnant, dès lors qu'ils sont gratuits, qu'ils soient tant contraints, surveillés et réprimés d'ailleurs. |
